The bureacratic system as one of most prominent and influential achievements of human history, carries elements and attributes whose origins can be found in a set of norms, practices, traditional, values, interests, customs, societal, political, economic, the rights of every society - in every historial period of that country- were found. The present article using a qualitative structuralist approach, identifies and explains thd fctors affecting Iran s historical breucratic system in political, social, economic and cultural dimentions, from the arrival of Islam to the end of the Samanid period. in this period, despite the dominance of Islamic chalphate over iran, due to the effective presence of iranian ministers and diabolics in the structure of the political power of the califate, we are witnessing the continuation of the iranian patern of bruecracy and , finally, the formation of indipendent and semi-indipendent iranian dynasties. The principle and characteristics of the bruecratic system move from of dynasty to the next and in the course of many ups and downs, influenced by various factors, retained the original body, its fundumental foundations and a number of its features.
